Does it Matter if Reno's Highly Paid City Manager Doesn't Live in Reno?

As Jackie Bryant didn’t go through the formal recruitment process, concerns expressed on social media and in conversations surrounding our new city manager have included her resume not previously being available to the public, and whether or not she is a resident of Reno and if that matters.
Her resume has now been posted on the leadership section of the City of Reno without any address or contact details.
The Communications Program Manager Cassie Harris today confirmed to Our Town Reno Bryant is a resident of Carson City and not of Reno, as we had found on the internet through a search. Harris asked that the address we found not be shared.
Harris also pointed us to residency requirements per Reno’s City Charter, where the City Manager must live in Nevada, but not specifically in Reno. Sec. 3.020 item 2 indicates: “Except as otherwise provided in this subsection, the City Manager must actually, as opposed to constructively, reside in the State. A person who is appointed as City Manager by the City Council must become an actual resident of the State not later than 6 months after the date of his or her appointment.”
There have also been concerns over the pay the former interim city manager appointed in the full role on Wednesday will be receiving. The base salary is nearly $369,000 with an additional $500 monthly vehicle allowance, the possibility of annual bonuses, and a full year of severance pay in case of termination.
This city manager pay has kept climbing, with Bryant the fourth to assume the powerful city role over the past decade.
