It can be innocuous or deadly serious. It can just be a question which merits more thought and attention. It can be a #metoo situation or one of financial impropriety. It can be abuse of authority or a danger to public health and safety. It can be a local scam or a miscarriage of justice. It can be done on the record or anonymously.
